The Department of Higher Education of the Government of West Bengal provides scholarships every year to meritorious but financially poor students. The original name of this scholarship is Swami Vivekananda Merit cum Means Scholarship (SVMCM Scholarship) but known to all as Bikash Bhavan Scholarship. Students who have passed Madhyamik, Higher Secondary (HS), or graduation this year and have been admitted to a new course will be able to apply for this scholarship.
Objectives of the Swami Vivekananda Merit cum Means Scholarship:
Swami Vivekananda Merit Cum Means Scholarship (SVMCM) or Bikash Bhavan Scholarship intends to provide financial support to the students for higher education. The authority will give these scholarships for an year based on satisfactory academic result.
Eligibility Criteria for Bikash Bhavan Scholarship 2021:
1. The student must be a resident of West Bengal.
2. The annual family income should be less than 2.5 lakh rupees.
3. Students who have been admitted to Higher Secondary, UG, PG, Diploma courses this year will be able to apply online for this scholarship. The application can be made only if there is a minimum number. The minimum number is given below.
11th, 12th Class Students
Students, who passed the Secondary or Madhyamik (X) Exam with at least 75% marks and took admission on Higher Secondary (10+2) course in Arts / Science / Commerce streams, are eligible for Swami Vivekananda Merit-cum-Means Scholarship (SVMCM Scholarship) or Bikash Bhavan Scholarship.
UG Students or Undergraduate Students
Students, who passed the Higher Secondary Examination (10+2) or HS Exam with at least 75% marks and took admission on the first year of Undergraduate course in Engineering/ Medical/ General Education/ GNM Nursing/ Para Medical Course are eligible for Swami Vivekananda Merit-cum-Means Scholarship (SVMCM Scholarship) or Bikash Bhavan Scholarship.
Diploma Students
Students, who passed the Secondary or Madhyamik (X) Exam with at least 75% marks and first-year Diploma (Polytechnic) course are eligible for Swami Vivekananda Merit-cum-Means Scholarship (SVMCM Scholarship) or Bikash Bhavan Scholarship.
PG Students or Postgraduate Students
Students should receive a minimum of 53% marks in Honours subjects on the Undergraduate level in or 55% marks for Graduation level. Engineering students, who are taking admission within the first-year class of Post Graduate course in General Education/Engineering, are eligible for Swami Vivekananda Merit-cum-Means Scholarship (SVMCM Scholarship) or Bikash Bhavan Scholarship.

At first Go to the official website of Swami Vivekananda Merit-cum-Means Scholarship https://svmcm.wbhed.gov.in/.
Step-1
Online Registration: At first applicants need to fill up and submit the online registration form. On successful submission of the Registration Form, an Applicant ID of 15 characters will be generated and it will be used to login and complete the remaining Steps of the Application Form. The Applicant Id also required for all future correspondences. Please maintain the Password Policy, for choosing the Password in the Registration Form, as instructed. Please download the Registration Slip or note down the system generated Applicant ID for future use. The Applicant ID will also be sent to the mail id, entered at the time of registration.
Step-2
Login: Login with the generated Applicant ID, Password (which was set during Registration Process), and Captcha (Security Code). After successful login, fill up the rest of the application forms. While uploading Scanned Copy of Image and Signature, please maintain File Format and File Size as mentioned. Image and Signature format should be JPG/JPEG and size should be between 20KB-50KB and 10KB-20KB respectively.
Step-3
Upload Documents: After successful submission of application forms, the Scanned Supporting Document Upload form will appear. Upload all necessary documents as mentioned in the form. While uploading, please maintain the File format and File size, as mentioned. Files should be in PDF format and size should not exceed 400KB.
Step-4
Submission: After successful upload, Check the application in view mode & click on Submit Application to complete the application process.
Step-5
Unlock from HOI end: After submission, there will not be any option to edit application details. However, if any modification is needed after submission, applicants may approach concerned HOI for unlocking the application. After that, they will be able to edit the application details.

Renewal application for Bikash Bhavan Scholarship:
For Renewal Application of Bikash Bhavan Scholarship, students need to login to www.svmcm.wbhed.gov.in website with Application ID and Password (obtained during online application last year). Then you have to apply Renewal according to the steps mentioned above.
Students who get 60% marks in Higher Secondary Course (Class XI), the first year of graduation, or the first year of Polytechnic are eligible to renew this scholarship. For the Postgraduate (PG) course, a minimum of 50% marks are required in the first year, then Renewal can be applied for the next year.
While applying for the Online Renewal of SVMCM Scholarship, the applicant has to scan and upload the mark sheet of the last school / college / university examination. If the exam is in the semester system, then the mark sheet of two semesters should be scanned together and applied. For example, (1st semester + 2nd semester) mark sheet for a second-year renewal application.
